Hilariously, the fact that properly fitted female body armor is hard to come by is actually a problem for female police officers and service women. Armor designed for men, especially hard body armor, is not just uncomfortable for women, the bad fit also negatively impacts protection. So companies started producing "boob armor" relatively recently. It's actually a thing, and a problem any society that had a long tradition of female fighters (like Mandalorians) would have solved. Yes, there was historically no boob armor, but that's simply because there was no need for it: women didn't wear armor. One noticeable exception are chest plates for fencers, those have been available with pre-formed cups for female athletes for quite some time.
EDIT: Also worth pointing out, the Mandalorian chest plates look like they were modeled after actual female ballistic armor:
