He's not tough on Russia. He's just trying to win among world leaders in general and he smells blood in the water.
Merkel didn't like that about Trump. She said that he turned everything into a competition that he had to win.

You can see this at every step. When Trump is fighting a GOP primary, it's a blood feud. Once he wins it, he mellows out and he's willing to be friendly with those guys again.
Same now, he's beaten the Democrats so he is nice to Obama and even most of the press, they're no longer a threat. The new competition are Putin, Xi and other world leaders.
And like with Tim Apple, Trump just sees Putin not Russia, MBS not Saudi Arabia and Kim Jun Un not North Korea. And he respects those guys for what they achieved, the same way fighters respect their opponents but that doesn't mean that he doesn't want to defeat them. Same with Hillary Clinton, he respects her because she was a worthy opponent, he said so himself.
