Per Russian Telegram

Voluntary evacuation of the Rylsk district of the Kursk region has been announced.

This was reported by the head of the district Andrei Belousov. "In order to ensure the safety of the residents of the region, the leadership of the Kursk region decided to voluntarily evacuate from the border areas of the region. Citizens can leave on their own by personal transport, as well as by buses, which will be provided by the Administration of the Rylsky district. You can report your decision to leave by calling "112" (UDDS)," the official said.

He urged to have documents and valuables with you. The administration of the Rylsk district and other authorities will work in emergency mode. Earlier, z-channels wrote about the battles near the urban-type village of Korenevo - the road to this settlement leads to Rylsk.

That's pretty far north east of the bulge. Since Russia is usually reluctant to evacuate, they must have no confidence in repelling the breakthrough anytime soon . 
I saw civilian dash cam of a Russian column burning in the road. Ukraine's droning them while the Russians are probably racing in there blind. The way Russia always downplays things, they probably thought they had a hundred more miles to go and blam.
