He permitted rampant exploitation of foreign workers and international students to boost economic numbers. Provinces also indulged. All of this created a clusterfuck of housing issues and service strain which has subsequently turned most of the country against immigration which fucking sucks because Canada always polled super favorably for Immigration.

So the right hates him because they are xenophobes and everyone else hates him because he cynically used the narrative of Canada being a welcoming nation as a means to help corporate interests with a cheap labor force. He's a snot nosed privileged fuck that has ruined what Canada was always happy with and that is robust diversity. He did more to turn the country against immigration than the right ever could.
