All these actors are multi-million dollars businesses onto themselves these days, so the actors themselves and those around them will hire companies like crazy to protect their reputation, deflect and defend.
It's especially notable when someone doesn't hire a PR firm to try and go on the offensive - take Angelina Jolie's response to Brad Pitt being an overall piece of shit, he's had a PR team going for him the whole time, if not multiple.
“Don’t take sides in celebrities hissy fights… let me take side with Angelina Jolie as an example.”

I bet you that both Amber Heard and Johnny Deep had PR firms battling behind scenes. Amber Heard team probably just decided to say the quiet part loud because she imploded herself in the live trial, not because she didn’t use them. I bet Jolie and Pitt are the same but don’t want to go full nuclear like Deep and Amber Heard.
