That's a dude who has never once in his entire life wondered why only one-third of the Senate is elected every time, arguably the most unique feature (not the EC) of the U.S. system. 
edit: Actually one that's stronger now than under the old system where state legislatures elected it as many state legislatures demanded or automatically received the resignation of Senators from the other party when the state switched control. No Senator these days would think about resigning just because his state threw out his party.
