Not sure if those summoning circles don't work at some level not by themselves but the general concept of trying to wish things into being.
When people come together and 'wish' for things they usually do happen because everyone starts to work towards making that thing happen.
Sort of like a self-fulfilling prophecy if you will.
Often in history it starts with 1 idea, 1 person, 1 village or 1 city.
