Retired litigator Paul Eisner has submitted the "Luigi Mangione Access to Health Care Act" to the state Attorney General's office, sparking both attention and criticism for its provocative title.

The proposed measure would make it illegal in California for anyone other than a licensed physician to deny, delay, or modify medical procedures or medications.

Eisner defended his choice of title, saying, "For a very simple reason: it is getting the attention it needs, because sometimes things require publicity."

Eisner maintains that he does not support Mangione's alleged criminal actions, adding , "I agree with what he was arguing, but I don't support his method. What I am doing is the right way to do it."
