Because the end goal is to find a solution where discrimination is minimised, but also to enforce existing protections.

If the guidelines stated, fuck, I dunno, "Except where the person has a medical condition and there is no working elevator present on the premises" then suddenly everyone the legislation is targetting has self diagnosed anxiety and are demanding their legal right to go into the womens showers, and writing legal briefs on social media about this one weird trick that terf bitches hate.
We all know exactly who these guideline are aimed at.
Its using vague language, because its not trying to single out mtf and nb 'trans activists' because its not intended to add new goal posts in the retarded culture war.
But we all know this is specifically about male to female and male 'non binary' people fucking shit up for other people, and all the guidance is crystal clear if you mentally substitute 'trans-era types' when it tries to cover that legally trans women are not interchangeable with women, and also all the bullshit rules lawyering they will attempt to do to get round that.
Its also to protect people trying to have legally permitted exclusive spaces - if you want to run a speed dating night for lesbian singles, you've now got an out when Skrillex with a half haircut shows up asking where the lezzy bitches at, without getting dogged as a terf on social media - "I'm so sorry, Im such an ally, and you are such an obviously beautiful definitely a woman, but laws the law, sorry!"
