Idk maybe it’s thing there now? But I live a short drive away in Philadelphia City so I feel like I would have heard it at some point.
The only places in the United States that do this other than some weird exceptions are DC/Virginia/Baltimore and they're really anal about which local jurisdiction matters because everybody else assumes it's like normal. DC people are the same way about DC proper versus the area since there's no state-level government but the localities across the borders do have state-level governments. It's stupid but because everyone who lives there are government bureaucrats they take it really seriously.
I'm not at all surprised this poster who is totally not KSweeley thinks it's not only important but actively talks about it in this way. I'm sure he's convinced that if he just says Baltimore other people will think he's talking about the County.
