so, "prevent crime" means to set right the wrongs that occur when laws are broken, and much of the law does in fact revolve around who owns a thing and who has damaged it or stolen it or deprived someone else of value/benefits that legally belong to them

so yes, protecting capital is the same thing as preventing crime

if you meant police tend to provide more benefit to the wealthy or to large corporations, there are much better ways to express that belief
