Musk famously hates South Africa and does everything in his power to dismiss his history and association. He went out of his way to not bring Starlink to SA because he refused to conform to BEE (Black Economic Empowerment) standards by having a percentage of black ownership within the local market. He made it a point to do so specifically due to what he deems a failure of the country.

In turn the majority of South Africans (and I am quite confident in saying that) dismiss and do not care for Musk. Hell, he is American now in our eyes.

He left South Africa due to not supporting apartheid and became an American citizen, why would he support your new racial quotas against the minority population?  

Probably because if he acknowledges it then he's worried someone might remember he's an illegal immigrant.
