Yeah I'm not a fan of it either and this extends to the plethora of gross ads (visual and audio) spread throughout the game. I know the arguments. It's Cyberpunk it's not meant to be nice, etc etc. I think there can be value in exploring 'nasty' or 'offensive' ideas in fiction, but you can't just insert horrible shit as 'vibes' and call it a day, which is exactly what this game is guilty of. Not across the board, of course, a lot of the narrative and characters in this game clash tonally with some of the more problematic imagery/dialogue imo. The quest with Claire comes to mind.

I suppose you could argue that the point of having lady V called those gendered insults is to make male players feel what it's like to be a woman today, but this is at the cost of making women playing the game uncomfortable. Not a worthy trade I think. The ads in particular feel designed to titillate horny nerds but they're only ever used as set dressing, nothing insightful is ever done with them.

The outcome, then, is that this shit just reinforces the problematic/bigoted stuff we encounter in today's world, rather than deconstructing it.

Briefly reading the context, the person shot wasn't black? And the cop was immediately re-charged with the DA trying to appeal the decision. The Mayor is actively for seeking punishment against the cop. So, it's not a BLM thing. The authorities are saying the decision didn't matter. The looters are filming themselves saying they just want to loot. Yet some people are trying to read tea leaves to understand what's going on.
