Jeff Gertsmann’s videos about old NES games makes me question Rare competence in game design during that era. Western devs in general were clueless in that era. It's no coincidence that 9/10 games fondly remembered from gen 3-4 were made in Japan.
Battletoads for example was not even playtested by the devs own admittance lol. Compare it to an actual tough but fair game like say, Ninja Gaiden. There's a 'rhythm' to it. It's (mostly) not just random shit pasted together to screw over the rental market.

might and magic, wizardry, ultima, IMO pool of radiance is one of the best games on the NES but few people will probably agree with that, it's crazy how it was an improvement over the PC version by not requiring the dumb copy protection journal where you read all the story events, they fit all the necessary text in the cartridge, as well as the full tactical D&D rule set
king's quest V was also an impressive feat in spite of itself

There are definitely good western developed games, but top 50 is pretty heavily weighted in favour of Japanese developed games. If you made a list, you'd probably struggle to fit them in.
there's a lot that's typically in top 50 due to cultural relevance that in practice I would personally weight differently, for example tetris is fun and all but it's not beating any RPG for me
I really value complexity of simulation/storytelling/pushing the console to its limits
I never enjoyed nes mega man other than recognizing the artistry of the later ones, and never enjoyed ninja gaiden
