There's a long academic "debate" in the social sciences and philosophy of science and related going back to the 1970's that science as a process should come only after political/social goals are determined and only allowed when it is guaranteed to result in good outcomes. This actually isn't anywhere that new, every religion in world history has done the same thing. Our governments decide this stuff every day for us for our own good.
